
Executive Director
Trina Southard
Trina Southard is the Executive Director of the South-Central Oklahoma Workforce Board. Trina has over thirty years’ experience in Workforce, Community and Economic Development. Trina holds a Bachelor’s Degree from Cameron University in Engineering Technology and an Associate’s Degree in Design Drafting. She is a 2014 graduate of the University of Oklahoma’s Economic Development Institute. She currently serves as the President of the Oklahoma Workforce Association, vice-chair of the Oklahoma Southwest Alliance and the Chair of the Oklahoma Chapter of the 99’s. Trina enjoys flying, crafting and spending time with friends.

Deputy Director
Sissel Brown
Sissel Brown is the Deputy Director for the South Central Oklahoma Workforce Board. Sissel began her career in Workforce Development shortly after graduating from the University of Science and Arts of Oklahoma in 2016. She started out as a WIOA case manager and worked her way to operations manager, project director, and now deputy director for the board. She currently serves as secretary for the Oklahoma Southwest Alliance. Over the last five years Sissel has really developed a passion for workforce and economic development. She loves being able to help individuals better themselves and help our local businesses and communities thrive. When she's not working you can usually find her with her dog-child, Gunner binge watching something or reading.
One Stop Operator
LaFonda Colbert
LaFonda is the One Stop Operator for the South Central Oklahoma Workforce Board. She has over 30 years of Management and Business Service in the Lawton/Fort Sill Community. LaFonda is a member of the Lawton, Duncan, and Chickasha Chamber of Commerce and Economic Development Councils and also serves on the OK Works for All Advisory Council, Business Advisory Council with DRS, Lawton Business Women Committee, South Central Oklahoma Youth Committee, Department of Corrections Advisory Committee and Advisory Council for Great Plains Technology Center. When LaFonda’s not attending meetings she enjoys spending time with her husband and going to see her son, daughter in law, and three grandboys.


Business Services
Kelly Davis
Kelly Davis is a Business Services Coordinator for the South Central Oklahoma Workforce Board. She has been with our team since September 2021 and serves businesses all across Comanche, Tillman, Jefferson, and Cotton counties. One of the best parts of her role on our team is meeting new people and finding ways to assist with their needs through our workforce programs. Kelly enjoys watching OU football and loves binging Netflix in her free time but her favorite thing to do is follow her granddaughter’s sporting events.

Business Services
Erin Glass
Erin Glass is our Business Services Coordinator for Grady, Caddo, McClain and Stephens counties. She loves sharing how she can help businesses for free through workforce programs and resources. Erin is a life long Chickasha resident and serves on her local Chickasha Library Board as Board President. Her favorite things to do are travel, read, listen to true crime podcasts and spend time with her husband and 2 children. At 36 years old she is still waiting for her letter from Hogwarts!
Monitor
Carol Estes
Carol is our newest addition to the South Central Oklahoma Workforce Board as Board Monitor but has had many years of experience in workforce development. She started with ASCOG back in 2009, helping with the youth program and then moved on to the other service provider and added in the WIOA Adult and Dislocated Worker programs. Prior to doing workforce programs, Carol worked in manufacturing, but was let go due to the company moving their operations to China. This made Carol eligible for TAA, a workforce program designed to help individuals laid off due to foreign trade. Through this program Carol was able to finish her bachelor’s degree and then promptly started her career in workforce development. In her spare time, Carol enjoys spending time with her family (particularly her dog, Tuffy) and working in her flower and vegetable gardens.
